New Bill Threatens Brazilian iGaming Progress

Although Brazil has spent years aiming to legalise various forms of local gambling, these efforts are now at risk after another legislative proposal has been spontaneously submitted to the country’s legal system. The new proposal suggests that only integrated resorts with dedicated casino gaming floors may be legalised in the South American nation.

The newly proposed idea has been sponsored by the Brazilian Ministry of Tourism, which has called for the legalisation of land-based casino gaming over all other gambling related services. If this proposal gains support from the National Congress, it could render the efforts of the Chamber of Deputies to pass an omni-channel gaming bill null and void.

Bill Permits Casino Resorts Only

Bill PLS 186/2014 was added to local legislature almost four years ago. While it has not made much progress since that time, analysts and industry members are confident that 2018 could be the year in which this bill is finally put to the vote by congress.

Under the proposal from the Ministry of Tourism, as many as ten brick and mortar casinos could be constructed in Rio de Janeiro and São Paulo. These casinos would all be part of larger integrated resorts.

The proposal is fast gaining opposition from supporters of an open gambling market, although the Ministry of Tourism has argued that land-based gambling would be the only profitable form of gambling for Brazil. Chamber of Deputies member Joao Carlos Bacelar has even scorned the Ministry in a recent speech to members of the country’s lower legislative chambers.
